The Conseil des Atikamekw d’Opitciwan (CAO), Hydro-Québec (HQ) and the Société en commandite Onimiskiw Opitciwan (SCOO) have forged a historic agreement to build a forest biomass cogeneration plant to supply Opitciwan.
